high-tech は「先端技術、ハイテク」です。
who had joined the march で「そのデモ行進に参加していた（ローネンさん）」です。
had と過去の時点でさらに過去（大過去）「（その時すでに）～していた」になっています。
march は「行進」という意味から「デモ行進」（demonstration march）という意味でもよく使われます。
following months of ～ で「数か月もの～の後で」です。
following はここでは前置詞的な用法で「～の後で、～に続いて、～を受けて」です。
(months of) frustration with Netanyahu’s government, で「（何か月もの）ネタニヤフ政権へのイライラ（不満、うっぷん）」です。
上記までが主語（主部）となります。
そのローネンさんがどうしたかというと、
described the event as jovial, で「そのイベントを陽気なものと言い表した」です。
describe ～ as … で「～を…として述べる、～が…というように表現する」です。
the event は the march のことを指しています。
jovial [ジョ]ウヴィアォは「陽気な、気持ちの良い、明るい、楽しい」という意味の形容詞です。

common objective で「共通の目的」です。
例：common enemy「共通の敵」、common ideal「共通の理念」
どんな目的かというと、
(of) “stopping this stupidity, this dictatorship.” で「このばかげたこと、この独裁を止める（という目的）」です。
stupidity ステュー[ピ]ディティは「愚かさ、ばかげたこと」です。
形容詞形は stupid ス[テュ]ーピドゥ「ばかげた、愚かな」です。
