We cannot be satisfied as long as the negro’s basic mobility is from a smaller ghetto to a larger one. We can never be satisfied as long as our children are stripped of their self-hood and robbed of their dignity by signs stating: “For Whites Only.”

で「我々は満足することはできない。黒人たちの基本的な移動が小さなスラム街から大きなスラム街に行くだけである限り。我々は満足することはできない。我々の子供たちが、『白人専用』と書かれた看板によって、自分であることを奪い取られ、尊厳を取り上げられる限り。」という意味になります。

We cannot be satisfied as long as ～ で「我々は満足することはできない、～する限り」です。
the negro’s basic mobility is from a smaller ghetto to a larger one. で「黒人たちの基本的な移動が、小さなスラム街から大きなスラム街へ、である限り」です。
basic mobility で「基本的な移動（範囲）」です。
mobility には「移動性、可動性」といった意味がありますが、ここでは「（人の）移動範囲、可動範囲」を意味します。
社会学的には、高学歴や高収入の人ほど mobility は広くなり、低収入の人ほど狭くなるとされています。
その移動範囲が、
from a smaller ghetto to a larger one. で「小さなスラムから、大きなスラムへ」です。
つまり黒人たち現状では、小さな貧民街から大きな貧民街にしか移動することができない、ということです。
ghetto ゲットーは「（隔離された）貧民街、スラム街」です。白人たちは怖がって寄り付かないような場所です。

We can never be satisfied as long as ～「我々は決して満足することはできない、～する限り」です。
(as long as) our children are stripped of ～ で「我々の子供たちが～を奪われる（限りは）」
(of) their self-hood で「自分であることを（奪われる）」です。
strip は「～を剥ぎ取る、～を奪う」という意味の動詞。
strip ～ of … で「～から…を奪う」という形になります。
例：He was stripped of all his posts and power.「彼は地位と権力を全て剥奪された。」
self-hood とは「自分であること、自分としての存在意義」です。
and ～「そして～」
robbed of their dignity で「尊厳を奪われる」です。
rob も strip と同じく rob ～ of …「～の…を取り上げる、～の…を強奪する」の形をとります。
by signs stating: “For Whites Only.” で「看板によって、『白人専用』と書かれた」です。
sign は「看板、標識」です。
state ス[テ]イトゥは「～と述べる、～と書かれている」です。
For Whites Only は「白人専用」という意味ですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

We cannot be satisfied
我々は満足することはできない

as long as
～する限りは

the negro’s basic mobility is
黒人の基本的な移動範囲が

from a smaller ghetto to a larger one.
小さなスラム街から大きなスラム街まで（である限り）
