で「退役空軍少将デイビッド・グラッシュ氏は水曜に証言した。UFOの政府公式の呼び名、UAPs（未確認航空現象）を収集・解析活用するための、彼の言葉を借りれば“数十年にわたる”計画と呼ばれるものを米国政府が隠匿してきたと。」という意味になります。

Retired Air Force Maj. David Grusch までが主語で「退役した空軍少将、デイビッド・グラッシュ氏」です。
retired で「退役した、引退した」という意味の形容詞。
Maj. は Major General の略で「少将」という意味です。
testified that ～ で「～だと証言した」となります。
testify は「～を証言する」という意味の動詞。
何と証言したかというと、
(that) the U.S. has concealed ～ で「アメリカが～を隠蔽してきた（と）」です。
conceal ～ で「～を隠す、秘密にする、隠し立てする」です。
何を隠してきたのかというと、
what he called a “multi-decade” program で「彼が言うところの“数十年にわたる”計画を」です。
what he called ～ で「彼が～という呼び名で呼んだもの」という意味です。
この he は David Grusch を指しています。
a multi-decade program で「数十年にわたる計画」です。
multi [マ]ゥティもしくは、[マ]ゥタイと発音し「複数の、多くの」という意味の接頭辞です。
例：multi-national「多国籍の」、multi-color「多色の、色とりどりの」
to collect and reverse-engineer UAPs, で「UAPを収集し、分析利用するための」です。
collect ～ で「～を収集する」
reverse-engineer ～ はここでは動詞で「～を解析して模倣する」という意味です。
名詞形は reverse engineering「リバース・エンジニアリング、逆行分析」で、複雑な機械などを分解し構造を解析したあと、同じものを作ることを言います。
UAPs, or unidentified aerial phenomena, で「UAPs つまり未確認航空現象」です。
ここでの or ～ は「つまり～、すなわち～、～とも言う」という意味です。
unidentified aerial phenomena で「未確認航空現象」です。
phenomena フェ[ナ]メナは phenomenon フェ[ナ]メナン「現象」の複数形です。
さらに UAPs を同格で受ける名詞句が来て、the official government term for UFOs. で「UFOsの政府公式用語」です。
ちなみに UFOs は何の略かというと、unidentified flying objects です。
