「オーシャン・クリーンナップ、非営利環境技術団体の」です。
The Ocean Cleanup は固有名詞で団体名です。
environmental engineering は「環境技術、環境工学」という意味で、さまざまな環境問題を技術的に解決する工学の一分野だそうです。
saw its largest extraction で「～を見た、同団体の過去最大の採取を」です。
ここでの see ～ は主語を擬人化して「～を経験する、～がある」という意味になります。
