The head of Myanmar’s delegation to the United Nations が主語になります。
「ミャンマーの国連への派遣団の代表者」です。
記事中に出てくる Kyaw Moe Tun（チョー・モー・トゥン氏）のことを指しています。
delegation to the United Nations で「国連への派遣団」です。
delegation デリ[ゲ]イションで「派遣団、代表団」という意味の名詞です。
the United Nations は「国連、国際連合」ですね。the U.N. とも略されます。
has called for further actions で「～を求めて声を上げた、さらなる行動を」です。
call for ～ で「～を求めて声を上げる」という意味の句動詞です。
どんなアクションを求めたのかというと、
to stop “military atrocities” で「軍事的な残虐行為を止めるための（アクション）」です。
by the military-led government in his homeland, で「彼の故国の軍主導の政府による（残虐行為）」です。
military-led government で「軍部に主導された政府」です。
-led は lead「導く」の過去分詞形になっています。
例：LDP-led government「自民党主導の政府」
his homeland は「ミャンマー」のことですね。

, in response to ASEAN’s condemnation で「ASEANの非難を受けて、」
どんな非難かというと、
condemnation of the junta で「同国の軍事政権への非難」です。
condemnation of ～ で「～への非難、～に対する糾弾」という意味になります。
the junta は「ミャンマーの暫定軍事政権」です。
junta はフンタと発音します。
following its summit で「ASEANの首脳会談の後で」です。
following ～ で「～の後で、～の直後の」です。
its summit の its はASEANを指して「ASEANのサミット、ASEAN首脳会議」です。
earlier this month で「今月これまで（に行われた）」です。
何度も出てきていますが、「今月上旬に」という意味ではないので注意しましょう。
