で「法が犯された時はその法律違反者ではなく社会が悪いのだ、という考え方を、われわれは拒絶しなければならない。各個人が自分の行動に責任を持つというアメリカ的教訓を復活させる時だ。」という意味になります。

We must reject the idea that ～ で「我々は～を拒絶しなければならない、～という考えを」です。
idea はここでは「考え」です。
どんな考えかというと、同格のthat でつないて、
every time a law’s broken, で「法が破られるときは毎回、」
every time で「～する時は毎回」という意味の接続詞。
society is guilty rather than the lawbreaker. で「社会が有罪である、法を破ったものではなくて（という考え）」です。
rather than ～ で「むしろ～よりも」という意味以外にも「～ではなくて」という意味でもよく使われます。

It is time to do ～ で「～する時である」
restore the American precept で「アメリカ的教訓を復活させる（時である）」です。
precept プ[リ]ーセプトゥは「教え、教訓、原則、指針」です。
例：social precept「社会的指針、社会的教訓」
どんな教訓かというと、また同格のthatで繋げて、
(that) each individual is accountable for his actions.「各個人が自分の行動に責任がある（という）」です。
accountable for ～ で「～に責任がある」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

我々は～という考えを拒否しなければならない

every time
～する時はいつも

a law’s broken,
法が破られる（時はいつも）

society is guilty
社会が悪い（という考え）

rather than the lawbreaker.
その法律違反者ではなくて

It is time to restore
～を復活させる時だ

アメリカ的教訓を

that
