で「レジェップ・タイイップ・エルドアン大統領は、土曜日、トルコはEUとたもとを分かつことになるかもしれないと発言した。同国が、その27か国が加盟する欧州連合に加盟する努力を止めることを検討していることをほのめかして。『EUはトルコとのつながりを断ち切ろうと努力している。』　ニューヨークで開かれる第78回国連総会に向けて出発する前に彼はそのようにレポーターに伝えた。」という意味になります。

エルドアン大統領、トルコの大統領ですね。
何と言ったかというと、
(that) Turkey may part ways with the European Union, で「トルコは、EUとたもとを分かつかもしれない（と）」です。
Turkey [タ]ーキーで「トルコ」という意味のになります。
形容詞形は Turkish ターキッシュで「トルコ人の」という意味です。
part ways with ～ で「～とたもとを分かつ、～と別の道に分かれる」です。
part は動詞で「分かれる、分割する」です。
the European Union は「欧州連合、EU」です。

, implying that ～ は分詞構文で「～ということをほのめかして」という意味になります。
imply インプ[ラ]イで「～を示唆する、～をほのめかす、～を暗示する」です。
名詞形は implication インプリ[ケ]イション「言外の意味、暗示、含意」
何をほのめかしたかというと、
(that) the country is thinking about ending ～ で「同国は～について考えている（ことを）、～を終わらせることを」です。
the country は Turkey の言い換え（パラフレーズ）です。
何を終わらせることかというと、
(ending) its bid to join the 27-nation bloc. で「同国の～しようとする努力を、その27か国が加盟する同盟に仲間入りしようとする」です。
its は同様に Turkey を指しています。
bid to do ～ で「～しようとすること、～しようと狙うこと」です。
bid は「入札する、立候補する」という意味から「努力する、手を尽くす」という意味になります。
the 27-nation bloc はEUの言い換え表現（パラフレーズ）です。

“The EU is making efforts to sever ties with Turkey,” で「EUはトルコとのつながりを断ち切ろうとしている」です。
make efforts to do ～ で「～しようと努力する」という意味のコロケーション。
sever セヴァーは「～を断ち切る」という意味の動詞です。
tie タイは「つながり、結ぶひも、絆」です。

before ～ で「～の前に」
departing for ～「～へむけての出発（の前に）」
