The good news is (that) ～ で「良い知らせは～ということです」という意味の言い回し。
(that) there are effective treatments for OCD, で「OCDに対する効果的な治療方法が存在する（こと）」

including ～ は「～など、～などを含む、例えば～など」という意味の前置です。
such as ～ とも言えます。
～, ～, and ～ の形で３つ列挙されます。
まず一つ目が、
medications, which increase serotonin in the brain by limiting its reabsorption by brain cells, で「投薬治療、（それは）セロトニンを増加させる、脳内での、～を制限することによって、脳細胞によるセロトニンの再吸収を」です。
medications は「投薬（治療）」という意味の名詞。
それを非制限用法の which ～ の節で説明しています。
increase serotonin in the brain で「脳内のセロトニンを増やす（投薬治療）」です。
by limiting its reabsorption by brain cells, で「制限することによって、脳細胞によるセセロトニンの再吸収を」です。
reabsorption は re- ＋ absorption アブ[ソ]ープション「吸収」です。
absorption の動詞形は absorb アブ[ソ]ーブ「～を吸収する」です。
次に２つ目が、
, behavioral therapy that gradually desensitizes patients to their anxieties, で「行動療法（それは）徐々に患者を不安に対して鈍感にさせる」です。
desensitize は de- ＋ sensitize [セ]ンスタイズで「～を敏感にさせる、過敏にする」です。
sense の動詞形ですね。
そして３つ目に、
and ～「そして」
in some cases,「いくつかのケースでは」
electroconvulsive therapy, or surgery, で「電気けいれん療法、もしくは手術」です。
electroconvulsive therapy はECT とも略されて「電気ショック療法」です。
convulsive コン[ヴァ]ゥスィヴで「痙攣性の、発作的な」です。
when OCD doesn’t respond to other forms of treatment. で「OCDが～に反応しないときには、他の形の治療に」です。
つまり最後の手段として、ということですね。
