で「３月、鄭州市はセカンドハウス購入対する規制を撤回する初めての大都市となった。不動産市場の需要を下支えする目的で。先月、同市が再度主導して銀行に住宅ローン金利を下げるように指導した。数か月遅れて、中国中央政府も、景気低迷に真剣に取り組む姿勢を示した。」という意味になります。

In March,「三月」
it became the first large city to (do) ～ で「それは～するはじめての大都市となった」です。
it は記事の中で先述されている Zhengzhou「鄭州（ていしゅう）」のことを指しています。
何をするはじめての大都市なのかというと、
to drop restrictions on ～ で「～への規制をやめる（初の大都市）」です。
drop ～ で「（習慣・仕事・交際・議論などを）やめる、中断する」という意味合いのコロケーション。
例：drop the plan「その計画を取りやめる」、drop one’s habit of ～「～という癖をやめる」
何への規制かというと、
(on) buying second homes, で「セカンドハウスを買うこと（に対する規制）」です。
in an attempt to (do) ～ で「～しようとして、～するために」です。
attempt は「試み」です。
prop up demand in the property market. で「不動産市場の需要を下支え（しようと）」です。
prop up ～ で「～を下支えする、支柱を施す、～を支える」という意味の句動詞。
ここでの prop は「支柱」という意味です。

Last month,「先月は」
it led the way again in ～ で「同市はまた～することに先陣を切った」です。
it は同様にZhengzhou「鄭州（ていしゅう）」のこと。
lead the way in ～ で「～で先導する、主導して～をする」という意味の言い回し。
中国の他の都市の中でも「初となる」ということですね。
何で先導したのかというと、
(in) instructing banks to lower mortgage rates. で「銀行に指導すること（で）、住宅ローンを下げるように」です。
lower はここでは動詞で「～を下げる、～を低くする」です。

After months of delay. で「数か月遅れた後で」です。
China’s central government has shown (that) ～ で「中国中央政府は～ということを示した」です。
(that) it takes economic stagnation seriously. で「同政府は経済停滞に真剣に取り組む（ことを）」です。
take ～ seriously で「～を真剣に受け止める、～を本気で考える」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
