で「ロンドンには居住者10万人につき14の公衆トイレがある。一方で東京のそれは53だ。数の多寡にとどまらず、日本のトイレは建築的な驚きでもある。首都東京のあるトイレは壁が透明だが、ドアがロックされると壁が不透明になる。また別のトイレの白いドーム型構造は宇宙船のようだ。」という意味になります。

⁠London has 14 public toilets per 100,000 residents; で「ロンドンには14の公衆トイレがある、住人10万人につき」です。
public toilets で「公衆トイレ」となります。
アメリカでは toilet は「便器」をイメージしがちなので public restrooms と言うことが多いようです。

セミコロン（;）は接続詞代わりで、ここでは「一方で～」という意味合いですね。
Tokyo has 53. で「（その一方で）東京には53ある（住人10万人につき）」です。

Not only are there more of them, で「トイレがより多くあるだけではなく、」です。
Not only ～「～だけではなく」につられて、are there ～ と倒置になっています。
more of them の them は public toilets を指して、ロンドンより東京のほうがより多くのトイレ（がある）ということ。
それだけではなくて、
some Japanese toilets are architectural wonders too. で「いくつかの日本のトイレは建築的驚きでもある。」です。
wonder はここでは名詞で「驚き、驚嘆すべきこと、奇跡」といった意味合いです。

One facility in the capital で「日本の首都東京にあるあるトイレ施設は」です。
facility は public toilet の言い換え表現（パラフレーズ）です。
facility は「施設、設備」という意味で訳されます。
the capital は「その首都」なので、つまり日本の首都、東京を指しています。
has transparent walls で「透明な壁を持っている」です。
which turn opaque when its door is locked. で「不透明になる（壁）、そのドアがロックされると」です。
opaque オウ[ペ]クで「不透明な」です。
例：opaque glass「すりガラス」

The domed white structure of another が主語で「また別のトイレの白いドーム型の構造は」です。
another は先ほどの one facility の one と対になって「ある～、また別の～」という意味になっています。
resembles a spaceship. で「宇宙船に似ている。」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

⁠London has 14 public toilets
ロンドンには14の公衆トイレがある

per 100,000 residents;
住人10万人につき

Tokyo has 53.
一方で東京には53ある

Not only are there more of them,
トイレがよりたくさんあるというだけでなく
