で「在宅ワークがブームになり田舎の安い地価が都心の居住者を引き付ける状況の中で、そのトレンドはコロナ流行中に追い風を受けた。日本株式会社の地方への分散化は長らく国家的野望であったが、とはいえ日本はまだまだ過度に東京に一極集中の状態のままである。」という意味になります。

The trend got a boost during the pandemic, で「そのトレンドは、パンデミック中に、勢いづいた」です。
the trend は記事中で先述されている、日本の法人が地方に移転するトレンドです。
get a boost で「（支援を受けて）勢いづく、後押しを受ける、調子が上向く」です。
boost ブーストゥは「（追加で）後押し、応援、上昇」です。
コロナのワクチン接種で2回目以降のものを booster shot「追加接種」といいましたね。

, as ～は「～する状況の中で」という意味の接続詞です。
remote work boomed and ～「テレワークがにわかに活気づいて～」
cheap land prices in rural areas lured city-dwellers. で「地方の安い地価が都市居住者を引き付けた」です。
lure ～ は「～をおびき寄せる、誘惑する」という意味の動詞です。釣りのルアーのイメージですね。
attract ～ とも言えます。
city-dwellers は「都市の住人達」です。
dweller は、dwell「住む、居住する」という意味の動詞に、-er がついた形です。

The decentralisation of corporate Japan で「日本株式会社の地方への分散化は」です。
decentralisation ディーセントゥラリ[ゼ]イションで「地方分散化」です。
centralisation「一極集中」に、否定の接頭語 de- が付いて逆の意味になっています。
corporate Japan は「日本株式会社」という意味で、海外から見て、日本の国民経済を1つの会社に例えた言い方です。
Japan Inc. と言ったりもします。
has long been a national ambition, で「長らく国家的な野望だった」です。
, but ～「でも～」
the country nonetheless remains too Tokyo-centric. で「日本は、そうは言っても、まだ東京に一極集中過ぎる」
the country「その国」は、Japan の言い換え表現（パラフレーズ）です。
nonetheless ナンザ[レ]スで「とはいえ、そうは言っても」という意味の副詞。
文頭で、Nontheless, ～ という形でよく目にしますが、文中でも使われます。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
