で「幼稚園から高校までの公立学校の中には、オンライン攻撃の脅威への対策の改善に急いでいるところもある。しかし、サイバーセキュリティの緩さは、その他の数千もの学校を、機密データを盗んだり運営を妨害したりするランサムウェア・ギャングたちにとっての格好の的にしてしまうことになる。」という意味になります。

Some K-12 public schools are racing to ～ で「K12の公立高校の中には、急いで～しているところもある」です。
K-12 は kindergarten から 12年生（twelfth grader=高校三年生）までを意味します。
race はここでは動詞で「～を競うように急ぐ、大急ぎで～する」という意味。
racing to improve protection against ～ で「～に対する対策を改善するように急いでいる」です。
protection against ～ で「～に対抗する措置・防御策」です。
何に対するものかというと、
(against) the threat of online attacks, で「オンライン攻撃の脅威（に対する）」です。

but ～「しかし～」
lax cybersecurity means (that) ～ で「緩いサイバーセキュリティは～を意味する」です。
lax は「緩い、甘い」です。
何を意味するのかというと、
(that) thousands of others are vulnerable to ～ で「その他の数千のK-12公立校は～に脆弱だということ」です。
be vulnerable to ～ で「～に脆弱である、～の脅威に晒されている、～の被害を受けやすい」です。
何に対して脆弱なのかというと、
(to) ransomware gangs で「ランサムウェアギャングたちに」です。
ransomware は「身代金要求型コンピューターウイルス」のことです。
ransom で「身代金」、ware は software のことです。
that ～ で「それらのギャングたちは～」
can steal confidential data and disrupt operations. で「機密データを盗んで、運営を妨害することができる」です。
confidential data は「機密データ、極秘データ」です。
disrupt ～ で「～を破壊する、混乱させる、分断させる」です。
operations は「運用、運営」です。ここでは学校の運営のことですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
