で「巨大な知識の道具を作り出すことにおいては、ヨーロッパの国々は類い稀な才能を持っている。それは、何世代にもわたって科学者たちの熱意を出し合って一体化させることからくるものだ。」という意味になります。

When it comes to ～ で「～のこととなると」という意味の言い回し。
the creation of great instruments of knowledge で「巨大な知識の道具を作り出すこと」です。
creation は「創造、創出、作り出すこと」
great instruments of knowledge で「知識の大きな道具」です。
これはつまり記事中にあるような the Extremely Large Telescope (ELT) （欧州超大型望遠鏡）などのことを指しています。
チリに建設中の口径39mの次世代超大型望遠鏡で、2025年から稼働開始する予定です。
instrument は「楽器、道具、計器」などという意味の名詞です。
そのようなことになると（When it comes to ～）、
the countries of Europe have a singular gift, で「ヨーロッパの国々は、～を持っている、類い稀な才能を」です。
singular は「一つだけの、単数の」という意味以外にここでは「並外れた、異常なほどの、非凡な」という意味の形容詞。
例：singular coincidence「不思議な偶然」、singular opportunity「まれな機会」
gift は「神からの贈り物」という意味から「才能、資質」です。

one that ～ で「（それは）～するもの」です。
one が a singular gift と同格になっています。
(one that) comes from ～ で「～から来る（もの）」
(from) pooling and integrating ～「～を出し合ったり一体化させたりすること（から来るもの）」です。
pool は「（泳ぐ）プール」という意味以外にも動詞で「金などを共同出資する」という意味があります。
例：pooling of funds「共同出資」、pool our collective wisdom「みんなで知恵を出しあう」
何を出し合うのかというと、
the ambitions of its scientists で「科学者たちの熱意を」です。
its scientists の its は Europe を指しています。
over generations. で「何世代にもわたって」という意味のコロケーション。
