で「言語はその両タイプの機能を含んでおり、さらに年を取るにつれて左右への機能分化が進むという事実が、あの臨界期仮説につながったのです。」という意味になります。

The fact that ～ で「～という事実が」です。
language involves both types of functions で「言語はその両方の機能を含んでいる（という事実）」です。
both types of functions は前回述べられた、左脳は論理的な処理、、右脳は感情的・社交的な処理が得意だということを指しています。
while ～「さらに～、その上～、同時に～」
lateralization develops gradually with age, で「側性化が年齢とともに徐々に進む（という事実）」です。
lateralization は「側性化」、ここでは右脳と左脳に機能分化していくことです。
動詞形は lateralize ラテラライズ「横の方動かす」です。
形容詞では lateral ラテラォで「横の、水平な、左右へ」です。
例：lateral axes「横軸、左右軸」
という事実が、
has lead to the critical period hypothesis. で「あの臨界期仮説につながった」です。
the critical period hypothesis で「臨界期仮説」です。
ある一定の年齢を過ぎるまで（臨界期）に言語に触れる機会がないと、その言語を完全に習得することが難しくなる、という考え方です。

lead to ～ で「～に繋がる、～に通じる、至る」という意味のコロケーション。
ここでちょっと気になるのが、has led to ～ と過去分詞形に変化せずに lead のままになっていること。
もともと文法的に間違いですが一般的になってしまった用法だそうです。

read リードゥの過去・過去分詞形は、綴りが read のままレドゥと発音しますが、
それにつられて lead も同じ形になってしまったという経緯が考えられるそうです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
