で「新型コロナパンデミック後の急激なインフレ以来初めて金融緩和についての議論が進んでいる、と連邦準備制度理事会議長のジェローム・パウエル氏は言っている。彼はインフレに関する最近の良い知らせが引き続きどんどん入って舞い込んで来ることに賭けている。」という意味になります。

Now 「今は」
Jerome Powell, the Fed’s chairman, が主語で「連邦準備制度理事会議長ジェローム・パウエル氏」となります。
the Fed は Federal Reserve System（FRS）や Federal Reserve Board（FRB）の省略形。
ここでは FRB 連邦準備制度理事会のことですね。
chairman は「議長、委員長、会長」という意味になります。
ちなみに federal [フェ]デラォは「（連邦の）中央政府の」という意味の形容詞。
アメリカにおいては state「各州の」に対して、federal は「アメリカ中央政府」を意味します。
例：improve federal-state relations「国と州の関係を改善する」、federal and state authorities「連邦と州の当局」
says (that) ～「～と言っている」
(that) monetary loosening is under discussion で「金融緩和は討議中である（と）」
monetary loosening で「金融緩和」という意味。
loosen [ル]ースンで「～を緩める」という意味の動詞です。
例：loosen one’s belt「ベルトを緩める」
他にも、monetary easing などとも言えます・
for the first time (since ～) で「（～して以来）はじめて」という意味の言い回し。
(since) inflation surged after the covid-19 pandemic. で「コロナパンデミック後にインフレが急騰して（以来はじめて）」となります.
surge サージは「（水などが）沸き上がる、波のように打ち寄せる」という意味の動詞です。
例：surging anger「沸き上がる怒り」、surging popularity「急上昇の人気」

He is gambling that ～ で「彼は～ということに賭けている、～を当てにしている」です。
recent good news on inflation will keep rolling in. で「最近のインフレに関するよい知らせが舞い込み続ける（ことを）」です。
keep ～ing で「～し続ける」
roll in は「（金などが）どんどん入ってくる、転がり込む、続々と押し寄せる」です。
