this theory は前述の the critical period hypothesis「臨界期仮説」のことです。
ある一定の年齢を過ぎるまで（臨界期）に言語に触れる機会がないと、その言語を完全に習得することが難しくなる、という仮説でしたね。

children learn languages more easily で「子供たちは言語を取得する、より簡単に」
because ～「なぜなら～だから」
the plasticity of their developing brains が主語で「子供たちの発達中の脳の柔軟性」です。
plasticity プラス[ティ]スィティで「可塑性、柔軟性、自由に変形する」という意味の名詞。
形容詞形は plastic で「自由に変形する、可塑性の」です。
例：Add water to plasticize the clay.「水を加えて粘土を柔らかくする。」
lets them use both hemispheres で「（その柔軟性が）子供たちに両半球を使えるようにする」です。
let ～ do … で「～に…させる、～するままにしておく」という意味になります。
例：let it go「手放す、あきらめる、もう気にしない」
in language acquisition, で「言語の習得において」です。
acquisition アクイ[ズィ]ションで「習得、獲得」です。
動詞形は acquire アク[ワ]イアー「～を手に入れる、獲得する、習得する、わがものにする」

while ～「一方で～」
in most adults, で「ほとんどの大人の場合は」
language is lateralized to one hemisphere, で「言語は片寄る、一方の半球へ」です。
lateralize で「左右どちらかに移動する」です。
