In a guest essay for The Economist, Yuval Noah Harari argues that artificial intelligence will change the course of human history. “AI has gained some remarkable abilities to manipulate and generate language, whether with words, sounds or images,” explains the philosopher and historian.
で「エコノミストへ寄稿されたエッセーの中で、ユヴァル・ノア・ハラリ氏は、人工知能が人類の歴史の行く末を変えることになるだろうと主張する。『AIは言語を操り生成するいくつかの目覚ましい能力を手に入れた。それが言葉であれ、音であれ、画像であれ。』と、哲学者であり歴史家でもある同氏は説明する。」という意味になります。

The Economist（英国の週刊新聞）に寄稿されたエッセーということですね。
Yuval Noah Harari argues that ～ で「ユヴァル・ノア・ハラリ氏は～だと主張する」です。
ユヴァル・ノア・ハラリは、2011年に出版された「サピエンス全史」や、2015年の「ホモ・デウス」などで有名な歴史学者。
argue アーギューは「異議を唱える、口論する、言い争う」などの意味でおなじみですが、ここでは他動詞で「～を主張する、正当と論じる」という意味です。
何と主張したのかというと、
(that) artificial intelligence will change the course of human history. で「人工知能が人類の歴史の流れを変えるだろう（と）」です。

“AI has gained some remarkable abilities で「AIは（いくつかの）優れた能力を得た」です。
remarkable は「注目に値する、優れた、卓越した」という意味の形容詞。
ability は「能力、力量」
何をする能力かというと、
(to) manipulate and generate language, で「言語を巧みに操り生成する（能力）」です。
manipulate は「（手で）巧みに扱う、上手に処理する、コントロールする」です。
mani- は「手」という意味の接頭語です。
whether with words, sounds or images,” で「言葉、音声、画像のどれを使ってでも」です。
つまりAIが言語（language）を生成して処理する方法は、言葉・音声・画像など多岐にわたる、ということです。
whether ～, ～ or ～ の形で「～であれ～であれ～（どれでも）」という意味のコロケーションです。
例：whether in Tokyo or New York「東京であれニューヨークであれ」

explains the philosopher and historian. で「と、哲学者で歴史学者の同氏は説明する」です。
the philosopher and historian. は Yuval Noah Harari を言い換えた表現（パラフレーズ）です。
