で「秋葉原駅で電車が停車中に女性がナイフを振り回しているという報告を受けて警察が現場に駆け付けた。その現場では4人が負傷し病院へ搬送された。NHK公共放送が伝えた。」という意味になります。

Police rushed to the scene で「警察がその現場に駆け付けた」です。
rush to ～ で「～に急行する」です。
the scene とは女性がナイフを振り回したその犯行現場のことです。

after a report that ～ で「～という報告の後で」です。
ここでの that は「～という（報告）」という意味の、同格のthat になっています。

どんな報告だったかというと、
(that) a woman was brandishing a knife で「女性がナイフを振り回している（という報告）」
brandish ブランディシュは「武器を振り回す」という意味の動詞。
記事中でも使われている wield と同じ意味になります。
例：wield a knife「ナイフを振りかざす」
while ～「～の間に」
the train stopped at the Akihabara station, で「秋葉原駅で電車が停車していた（間に）」

, where ～ とカンマ区切りなので関係副詞の非制限用法になります。
「ちなみにそこでは～」という意味で訳せます。
