で「哲学（自然法則）はこの壮大な書物の中に書かれている。その書物とはつまり宇宙である。それは絶えずわれわれの眼に開かれた状態で立っている。しかしその書物は理解することができない。まず初めに言語と文字を理解し読むことを覚えない限りは。宇宙はその言語と文字で書き上げられているのだ。」という意味になります。

1623年に書かれた『The Assayer（偽金鑑識官）』の中の一節のようです。

Philosophy is written in this grand book, the universe, で「哲学はこの壮大な本の中に書かれている、その本とはつまり宇宙である」です。
this grand book, the universe, で「この壮大な本、つまり宇宙に」です。
the universe は「宇宙」以外にも、「森羅万象、万物」と言った意味合いもあります。
, which stands continually open to our gaze. で「（ちなみにそれは）絶えず我々の眼差しに開かれている」です。
open to ～ で「～に開かれて」です。
gaze は「凝視、見つめること」です。

But ～「しかし～」
the book cannot be understood で「その本は理解することができない」
unless ～ で「～しない限り、もし～しなければ」
one first learns to ～ で「人が、初めに～できるように（ならない限りは）」です。
one が主語で「人」です。
何を覚えないといけないのかというと、
(learns to) comprehend the language で「その言語をしっかり理解（できるようになる）」です。
comprehend は「（複雑なことを）～を理解する」です。
and ～「そして～」
read the letters で「その文字を読（めるようになる）」です。
in which it is composed. で「その本が書かれている（その言語と文字）」です。
compose は「～を構成する、～を書き上げる、～を作曲する」という意味の動詞。
it is composed in the language で「その本はその言語で書かれている」となります。
in which ～ の in は composed in ～ に繋がっています。
例：He composed the haiku.「彼がその俳句を書いた。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
