で「一見したところロシア経済は盛況である。店舗にはデザイナーグッズがあふれかえり、うねるダンスフロアーでは浮かれ騒ぐ人々がパーティーをする。だがその活況の裏では（その状況を）非常に憂慮するロシア人たちもいる。」という意味になります。

At first glance で「一見したところ、ぱっと見では」です。
the economy is thriving: で「その経済は反映している」です。
the economy とはロシアの経済のこと。
thrive スライヴで「繁栄する、栄える」という意味の動詞。
コロン（:）で「つまり～」
shops bristle with designer goods で「店舗はデザイナーグッズであふれている」です。
bristle with ～ で「～でいっぱいである、満ちている」です。
bristle は「（硬い毛などが）密生する、林立する」という意味の動詞です。
例：bristle brush「豚毛のブラシ」
and ～「そして～」
revellers party on heaving dancefloors. で「浮かれ騒ぐ人々がパーティーをする、波打つダンスフロアーで」です。
reveller (reveler) [レ]ヴェラーで「浮かれ騒ぐ人、飲み騒ぐ人」です。
動詞形は revel で「大いに楽しむ、享楽する」です。
heaving ヒーヴィングは「波打つ、波のようにうねり上がる」です。

But ～「しかし～」
beneath the exuberance で「その活況の下では」
beneath ビ[ニ]スで「～の下で」という意味の前置詞。
exuberance イグ[ズ]ベランスで「活況、植物などが生い茂ること、豊富なこと」です。
例：exuberant growth「盛んな増殖」、exuberantly enjoy「あふれんばかりに喜ぶ」
some Russians are deeply worried. で「ロシア人の中には深く心配している人もいる」です。
