Daily Telegraph の Hugh Massingberd氏の主導で、新聞の訃報欄の中の表現が変わってきたという内容の記事です。
chronicling colourful lives in colourful ways.「色とりどりな手法で色とりどりな人生を綴って」と記事では表現されています。

Suddenly で「突然に、突如」
obituaries started to ～ で「死亡記事欄は～し始めた」です。
obituary オ[ビ]チュアリィで「死亡記事、新聞の訃報、お悔やみ」という意味の名詞です。
(to) offer characters で「個性的なキャラクターを提供し（始めた）」
character はここでは「個性的な人、面白い人、役柄」です。
例：He is a character.「彼は個性的な人です。」
such as ～ で「～など、～のような」
Brigadier ‘Slasher’ Somerset で「切り裂き准将のサマーセット氏」
brigadier ブリガ[ディ]アで「准将」という意味の名詞。
slasher は「切り裂き魔」、Somerset は人名。
准将として敵を斬って活躍した人の訃報でしょうか。
the last Wali of Swat で「最後のスワートのワーリ」
こちらはパキスタンからの移民の方の訃報でしょうか。
and ～「そして～」
phrases such as ～「～のような言い回し」
he tried slithering along a sewer で『彼は下水管の中を試しに這っていった。』
try ～ing で「～してみる、一応やってみる」という意味の言い回し。
try to do ～ との違いは以下を参考にしてみてください。

slither は「蛇のようにするすると這っていく」です。
sewer スーアーで「下水管、下水道」
例：sewer pipe「下水管」、public sewer「公共下水道」

in the back of ～ で「～の奥で、～の後部で」
in Lower Silesia で「（ポーランドの）ドルヌィ・シロンスク県」です。
