J.K. Rowling のハーバード大学の卒業式でのスピーチ（2008年）です。

I would like to make it clear, in parenthesis, that I do not blame my parents for their point of view. There is an expiry date on blaming your parents for steering you in the wrong direction; the moment you are old enough to take the wheel, responsibility lies with you.

I would like to make it clear, in parenthesis, that I do not blame my parents for their point of view. There is an expiry date on blaming your parents for steering you in the wrong direction; the moment you are old enough to take the wheel, responsibility lies with you.
で「ちなみにはっきりさせておきたいのですが私は別に両親の考え方の点で親を責めているわけではありません。自分の進路を選ぶのに親のせいにするには有効期限があります。ハンドルを握る年になったら責任は自分にあるのですから。」という意味になります。

I would like to make it clear that ～ で「～をはっきりさせておきたいのだが」です。
make it clear は「それをはっきりさせる」です。
in parenthesis, で「カッコで括って」から「ちなみに」という意味合いです。
parenthesis パ[レ]ンシスィスは「丸括弧（）」のこと。
that ～「～ということを」
I do not blame my parents for their point of view.「私は両親を責めていない、彼らの価値観のことで」です。
blame ～ for … で「…のことで～を責める、非難する」という意味になります。
ここでの for ～ は「～の罪で、～のかどで」という意味合いです。

There is an expiry date (on ～) で「（～のことに）有効期限がある」です。
expiry date で「有効期限、使用期限」です。発音はエクス[パ]イリーとなります。
expiration date とも言えます。こちらの発音はエクスピ[レ]イションです。
on blaming your parents for ～ で「自分の親を～について責めることに（有効期限がある）」です。
(for) steering you in the wrong direction で「間違った方に導いたこと（について）」
steer は「舵を取る、ハンドルを握る」という意味なので「舵取りをして～を連れていく」という意味です。
例：steer a boat north「ボートを北へ進める」
in the ～ direction で「～の方向に」という意味のコロケーション。

the moment you are old enough to take the wheel, で「あなたがハンドルを握るのに十分の年になった瞬間に」です。
the moment が when と同じように接続詞的に使われて「～になった瞬間に」です。
take the wheel で「ハンドルを握る、操縦する」という意味のコロケーション。
ここでの wheel は steering wheel のことです。
responsibility lies with you. で「責任はあなたにある」です。
lie with ～ で「～にある、～に属する」です。
例：The blame lies with Iraq.「非はイラク側にある。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
