で「インドネシアは、特定の電気自動車（EV）用バッテリーの重要な材料であるニッケルの世界最大の埋蔵量を誇っています。2020年に輸出禁止が完全に施行されて以来、同国はニッケル市場を支配するようになりました。インドネシアの精製ニッケル生産量の世界シェアは2倍になり、全体のほぼ半分を占めています。」という意味になります。

Indonesia has the world’s largest reserves of nickel, で「インドネシアは世界で最大のニッケルの埋蔵量を持っている」となります。
Indonesia は英語ではインド[ニ]ージャと発音します。
reserve は「蓄え、予備金、貯蓄」という意味から「埋蔵量」という意味もあります。
例：oil reserves「石油の埋蔵量」
nickel を説明するため【同格】を表すカンマ（,）で区切って
, a crucial ingredient in certain electric-vehicle (EV) batteries. で「重要な材料、特定の電気自動車（EV）用バッテリーにおいて」です。
crucial クルーシャォで「極めて重要な、決定的な、命運を左右する」です。
ingredient で「材料、原料」です。

Since 2020, 「2020年以来」
when an export ban came into full force, で「（それは）輸出規制が本格稼働したとき」です。
come into full force で「本格的に施行される」という意味の言い回し。
come into effect で「（法案などが）発効する、効力を生じる、施行される」という言い回しもありますね。
例：The Constitution came into effect in May 1947.「憲法は1947年5月に施行された。」
the country has come to dominate the nickel market. で「同国（インドネシア）はニッケル市場を独占するに至った」です。
have come to do ～ で「～するようになる、～するに至る」という意味の言い回しです。

Its share of the world’s refined-nickel production で「世界の精製ニッケル生産の同国のシェアは」
has doubled,「二倍になった」です。
double は動詞で使われると「二倍になる」です。
「三倍になる」は、triple、「四倍になる」は quadruple クワドゥ[ル]ーパォと続きます。
to nearly half the total.「全生産量の半分近くまでに」です。
