で「そして、締め切りがある場合、先延ばしの影響は短期的なものに収まります。なぜなら、パニック・モンスターが介入してくるからです。しかし、先延ばしにはもう一つの種類があります。それは、締め切りがない状況で起こるものです。」という意味になります。

And ～「そして～」
when there’s deadlines,「締め切りがあるときは、」
複数形なので there are deadlines, が文法的には標準ですが、話し言葉では there’s deadlines のように言う人もいます。
the effects of procrastination are contained で「先延ばしの影響は封じ込められる」です。
contain は「含める」という意味もありますが、ここでは「～を封じ込める、食い止める、限定する」です。
名詞形は containment「封じ込め、抑制、閉じ込め」
(contained) to the short term で「短期間に（食い止められる）」です。
because ～「なぜなら～だから」
the Panic Monster gets involved.「パニックモンスターが介入するから」です。

But ～「しかし～」
there’s a second kind of procrastination「第二の種類の先延ばしがあります」
that happens in situations when ～「（その先延ばしは）～な時の状況に発生します」
in situations when ～ で「～な時の状況で」です。
in situations where ～ という言い回しもありますが、どちらも意味はほぼ同じです。
when は「時」に焦点があり、where は「状況・場面」に焦点があります。
(when) there is no deadline. で「締め切りがない（時の状況で）」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
