Only in recent years で「ほんの最近になって、ここ数年のことに過ぎない」という意味の言い回し。
has the economic impact of declining populations begun to ～ で「人口減少の経済的影響が～し始めたのは」です。
the economic impact of declining populations が主語で「人口減少の経済的影響」です。
文頭の否定語の only に引っ張られて、has が倒置しています。

このように、引用文を先に置く場合は、動詞 + 主語 の語順になります。

The central question is ～「中心的な問題は～だ」
whether ～ 「～かどうか」
falling populations should worry us,「人口減少は我々を心配させるべき（かどうか）」です。
つまり、私たちは人口減少を心配するべきか、ということです。
Should we be worried about falling populations? というところを、
少し硬く論説調の無生物主語構文して、falling populations を主語に持ってきた形ですね。
argues the former governor of the Bank of Japan.「元日銀総裁である彼は主張する。」です。
先程と同様に、引用文にひっぱられて動詞 + 主語 の語順。
the former governor of the Bank of Japan. は先程の、白川氏を言い換えたパラフレーズです。
former は「かつての～、元～」
the Bank of Japan で「日本銀行、日銀」です。BOJとも略されます。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
