で「人事担当です。職場で、ディック・チェイニーの写真に「dick pic（dickの写真）」とラベルを付けて送り合っていたバカ2人を懲戒処分にしなければなりませんでした。表向きの理由は、会社のネットワークと勤務時間を使って、仕事と関係ないものを送っていたこと。本当の理由は、コメディに対する犯罪でした。」という意味になります。

HR admin here. で「わたしは人事担当です。」です。
HR human resources で「人事（部）」
admin は administrator で「管理者」です。

(I) Had to discipline two twats at work で「私は職場の２人のバカを懲戒処分しなければならなかった。」です。
discipline で「～をしつける、～を罰する、懲らしめる、規律を守らせる」という意味の動詞です。
名詞では「自制心、規律、統制」という意味になります。
twat はイギリス英語で「馬鹿者、あほ」です。アメリカ英語では asshole ですね。
who were sending out pictures of Dick Cheney で「（その２人は）ディック・チェイニーの写真を送り回していた」です。
send out ～ で「～を送り出す、～をばらまく」です。
つまり社内のメールやネットワーク上で、同僚たちにばらまいていた、ということです。
Dick Cheney はアメリカの政治家で、ブッシュ政権で副大統領を務めた人です。
labeled “dick pic”. で「『dickの写真』とラベルを付けて」です。
Dick は Richard の愛称ですが、俗語で「男性器」という意味もあり、低レベルなダジャレに使われやすいです。

Stated reason was ～ で「表向きの理由は～だった」です。
懲戒処分の理由ですね。
stated で「公にされた、表明された」という意味の形容詞。
sending work-unrelated material で「仕事に関係ないものを送信したこと」です。
material は「もの、素材、資料、題材、ネタ」などという意味。
on company network and time.「会社のネットワークと勤務時間を使って」です。
分解すると、on company network と、on company time ですね。

Real reason was ～ で「本当の理由は～だった」
crime against comedy. で「お笑いに対する犯罪」です。
つまり「笑いに対する冒涜、（ジョークが）犯罪レベルに寒すぎる」ということですね。

それはまず文節に分けて日本語に訳し内容を理解して下さい。
