で「我々はわかっています。使い古された計画では我々の時代のニーズを満たすには不十分であることを。だから我々は新しい発想や新しいテクノロジーを活用しなければならないのです。政府を作り直すために、税制を改正するために、学校制度をリフォームするために、我がアメリカ市民に、より努力し、より学び、さらなる高みに到達するために必要なスキルを与えるために。」という意味になります。

We understand that で「私たちは（～だと）理解している」です。
何を理解しているかというと、
(that) outworn programs are inadequate to ～ で「使い古された計画は～には不十分である（ことを）」です。
outworn は「着古された、使い古した」です。outwear の過去分詞形です。
接頭辞 out- は「～よりも長く」という意味合いがあります。
例：outlive one’s family「家族よりも長く生きる、家族を亡くす」
inadequate イ[ナ]ディクエイトゥで「不十分な、十分ではない」という意味の形容詞。
in-（否定）+ adequate（十分な、要求を満たした）です。
(inadequate) to the needs of our time. で「私たちの時代のニーズには（不十分な）」です。

So we must harness ～ で「だから私たちは～を活用しなければならない」です。
harness [ハ]ーニスは名詞では「馬につける装具、引き具、ハーネス」という意味で、そこから「（自然の）力をうまく役立てる、活用する」という意味合いになります。
harness new ideas and technology なので「新しいアイデアと新しいテクノロジーを上手に活用する」です。

to remake our government, で「我々の政府を作り変えるために」です。
以下 to につなげて、～, ～, and ～ の列挙の形が続き、
revamp our tax code, で「我々の税制を改良する（ため）」
reform our schools, で「学校を刷新する（ため）」
and empower our citizens with ～ で「我が国の市民に～（の力）を与える」です。
empower ～ で「～に力を授ける」です。
何を与えるかというと、
with the skills で「スキルを（与える）」
どんなスキルかというと、
the skills (that) they need to do ～ で「市民たちが～するのに必要なスキル」です。
何をするのに必要かというと、
to work harder, learn more, reach higher. で「より努力し、より学び、選り高みに到達するため」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

We understand that
私達は理解してる

outworn programs are inadequate
使い古された計画では不十分であると

to the needs of our time.
我々の時代のニーズには

So we must harness
だから我々は～を上手に活用しなければならない

new ideas and technology
新しアイデアとテクノロジーを
