で「その世界最大のサンゴ礁の生態系を管理しているグレートバリアリーフ海洋公園局による報告書は、気候変動による被害のためそのサンゴ礁の世界遺産登録を格下げするべきかどうかを国連代表団が査定する予定日の３日前に上がって来る。」という意味になります。

オーストラリアのグレートバリアリーフが海水温上昇によってサンゴ礁の白化現象に見舞われ、そのためにその世界遺産登録のグレードを下げられてしまう可能性があるというニュース記事です。

The report で「報告書」です。
by the Great Barrier Reef Marine Authority で「グレートバリアリーフ海洋公園局による（報告書）」です。
which manages the world’s largest coral reef ecosystem, は挿入的に the Great Barrier Reef Marine Authority を説明する which節（非制限用法の関係代名詞節）です。
つまり、その海洋局は manages ～ で「～を管理している」です。
the world’s largest coral reef ecosystem, で「世界最大のサンゴ礁の生態系を」です。

the report「その報告書」が comes 「来る」です。

three days before ～ で「～する３日前に」です。
a United Nations delegation is due to ～ で「国連派遣団が～をする予定の（３日前）」です。
a United Nations delegation で「国連の派遣団、代表団」という意味になります。
delegation デリ[ゲ]イションの動詞形は delegate [ディ]リゲイトゥ「～を代表に立てる、権限などを委任する」です。
is due to ～ は「～する予定である」という意味の言い回しです。
後に出てくる due to ～「～のせいで」とは全く意味が違うので注意しましょう。
例：He is due to be here any time now.「そろそろ彼が来ていてもいい時間だが。」
他にも is set to ～, is slated to ～ などとも言えます。

何をする予定かというと、
(due to) assess whether ～ で「～かどうかを査定する（予定）」です。
assess ア[セ]スで「～を査定する、評価する」です。
名詞形は assessment で「査定」です。
whether ～ で「～かどうか」という意味の名詞節になります。
(whether) the reef’s World Heritage listing should be downgraded で「そのサンゴ礁の世界遺産登録を格下げすべき（かどうか）」です。
listing は「登録」という意味の名詞です。
格下げされると、in danger「危機遺産」という指定になってしまうそうです。
due to the ravages of climate change. で「気候変動（による）被害のせいで」です。
due to ～ で「～のせいで、～のために、～に起因して」という意味の言い回しです。
the ravages of ～ で「～のひどい被害」という意味のコロケーションになります。
例：the ravages of World War II「第二次世界大戦による甚大な被害」
その被害とは、coral bleaching「サンゴの白化現象」というものだそうです。
