で「アルテミスIIのミッションが、科学という面よりも感情という面でより大きな成果を生んだとしても、それは批判ではない。アルテミスIIの乗組員たちが可能にしたのは、新たな発見ではなく、再発見である。つまり、地球で暮らす何百万もの人々に対して、このような出来事が今なお彼らの心を動かし、鼓舞しうるのだと思い出させることだ。」という意味になります。

that節が文全体の主語となって
、That the Artemis II mission has produced more by way of emotion than by way of science「アルテミスIIのミッションが、科学という面よりも感情という面でより大きな成果を生んだこと」です。
the Artemis II mission has produced more で「アルテミスIIのミッションが、より多くを生み出している（こと）」です。
by way of emotion「感情の面で（より多くを）」
than by way of science「科学の面でよりも」です。
produce は「成果物を産む」です。
by way of ～ で「～の面で、～という点で、～という形で」です。
例：We received a few comments by way of feedback.「フィードバックとしていくつかコメントを受け取った。」
is not a criticism. で「（～ということは）批判ではない。」です。

The Artemis II crew「アルテミスIIの乗組員たち」です。
have made possible ～ で「～を可能にした」です。
make ～ possible で「～を可能にする」という意味のコロケーションですが、
ここでは possible を前に持ってきて、～を後にしています。
not new discovery, but rediscovery: で「新たな発見ではなく、再発見を（可能にした）」です。
コロン（:）で「それはつまり～」
a reminder that ～で「～ということを思い出させるもの」です。
to millions back on Earth で「地球上の数百万の人々にとって」です。
millions は「何百万人という人々」という意味の名詞。
back on Earth は「地球上の」です。back は、宇宙船から「地球に戻って」という意味合いですね。
何を思い出させるものなのかというと、
(that) such things can still move them and inspire them.「そのような事が、いまだに、彼らを感動させ、鼓舞できる（ということ）」です。
them は先ほどの millions を指しています。
