There was flooding in my area a few months back. People from nearby towns had to evacuate and roads were closed. My house was never at risk, and the roads were clear enough to drive on. Still used it as an excuse to take one of my finals from home and cheat heavily.
で「数か月前、私の住んでいる地域では洪水被害がありました。近隣の町の人たちは避難しなければならず、道路も閉鎖されていました。でも、私の家は一度も危険な状態にはならなかったし、道路も車で通れる程度には空いていました。それなのに、それを言い訳にして、期末試験の一つを自宅で受けて、がっつりカンニングしました。」という意味になります。
There was flooding「洪水被害があった」
in my area「私の地域で」
a few months back.「数カ月前に」です。
flooding で「洪水被害、浸水被害」という意味の名詞。
a flood「洪水」という言い方もありますが、flooding の方が「（一時的に）浸水している状態」というイメージ。
例：A flood destroyed several houses.「洪水で数件の家が壊れた。」
a few months back は a few months ago と同じ。
People from nearby towns「近くの街の人たちは」です。
nearby towns で「近隣の町々」です。
had to evacuate「避難しなければならなった」
evacuate イ[ヴァ]キュエイトゥで「避難する」という意味の動詞です。
and ～「そして～」
roads were closed.「道路は閉鎖された。」
My house was never at risk, 「私の家は一度も危険な状態にはならなかった」
at risk は in danger とも言えます。
, and ～「そして～」
the roads were clear enough to drive on.「道路も車で走るのには十分に障害がなかった」です。
Still ～「それでも、それなのに」
(I) used it as an excuse「（私は）それを口実として使った」
to take one of my finals from home で「期末試験のひとつを自宅で受ける（口実）」
take an exam で「試験を受ける」という意味のコロケーションです。
final は final exam のことで「期末試験」です。
ちなみに「中間試験」は midterm exam となります。
from home で「自宅から」です。
例：work from home「在宅勤務をする」
and ～「そして～」
cheat heavily.「がっつりカンニングする（ために）」
それはまず文節に分けて日本語に訳し内容を理解して下さい。
