We dare not forget today that we are the heirs of that first revolution. Let the word go forth from this time and place, to friend and foe alike, that the torch has been passed to a new generation of Americans — born in this century, tempered by war, disciplined by a hard and bitter peace, proud of our ancient heritage, and unwilling to witness or permit the slow undoing of those human rights to which this nation has always been committed, and to which we are committed today at home and around the world.

で「私たちは今日、自分たちがあの最初の革命の継承者であることを、決して忘れてはなりません。この時、この場所から、友にも敵にも等しく、その言葉を伝えようではありませんか。すなわち、たいまつは新しい世代のアメリカ人へと受け継がれたのだ、と。その世代は、この世紀に生まれ、戦争によって鍛えられ、厳しく苦い平和によって規律を身につけ、古くからの遺産に誇りを持ち、そして、この国が常に献身してきた人権、また今日、国内においても世界中においても私たちが献身している人権が、ゆっくりと損なわれていくのを、ただ見過ごすことも、許すことも望まない世代なのです。」という意味になります。

dare ～ で「あえて～する、大胆にも～する」です。
dare not ～ なので「～しようなどとは思いもしない、～するなど許されない」です。
(that) we are the heirs of that first revolution. で「私たちがあの最初の革命の後継者であること」です。
heir エアで「後継者、跡継ぎ、相続人」です。
Let the word go forth で「その言葉を広めよう」です。
ここでの word は「言葉」というよりも「知らせ、メッセージ、声明」という意味合いですね。
go forth は「出ていく、前に行く、命令などが発布される、うわさなどが広まる」という意味の言い回し。
let ～ do … で「～を…させる」ですので
the word 「その言葉」を「広める」です。
from this time and place,「この時、この場所から」
to friend and foe alike, で「味方にも敵にも」です。
foe フォウで「敵」です。
alike は too や as well と同じで「～にも同様に」という意味です。
A and B alike という形で使えます。
that ～ は the word を説明する同格のthat です。
the word that ～ で「～という知らせ」
the torch has been passed to a new generation of Americans で「そのたいまつはアメリカの新しい世代に手渡された（という知らせ）」です。
以下、a new generation of Americans を説明する節が、～, ～, ～, and ～ の形で列挙されます。
— born in this century, で「（その世代とは）この世紀に生まれ」
tempered by war,「戦争によって鍛えられ」
temper はここでは動詞で「（鋼鉄などを）鍛える」という意味です。鍛冶屋さんが鉄を打って粘り強くすることですね。
disciplined by a hard and bitter peace,「厳しく苦しい平和によって規律を身につけ」
この a hard and bitter peace は「ソ連とアメリカの冷戦」のことを指しています。
proud of our ancient heritage,「我々の古くからの遺産に誇りを持ち」
be proud of ～ で「～に誇りを持って」
, and unwilling to witness or permit ～「（そして）～をただ見過ごすことも、許すことも望まない」です。
unwilling to do ～ で「～する気がない、～することを嫌がる」です。
willing to do ～「～する気がある、喜んで～する」の反対ですね。
witness ～ で「～を目撃する、～に立ち会う」
permit ～ で「～を許可する」
the slow undoing of ～ で「ゆっくりな～の破壊、～が徐々に損なわれていくこと」です。
undoing は「破滅、打ち消し」という意味の名詞。
例：the undoing of his political career「彼の政治生命を台無しにすること」
(of) those human rights で「それらの人権の損壊」
to which this nation has always been committed, で「この国が常に献身してきた（それらの人権）」
commit ～ to … で「…に～を全てを捧げる、全力を傾ける、献身する」です。
, and ～「そして～」
to which we are committed today で「私たちが今日でも献身している（それらの人権）」
at home and around the world.「国内でも世界中でも」
それではまず文節に分けて日本語に訳し内容を理解して下さい。
