で「今後5年間で、地球は安全とされる国際的な気候のしきい値を何度も何度も超え、その過程で観測史上最も暑い年の記録も更新する可能性がきわめて高い――国連の新たな気候予測はそう示している。」という意味になります。

In the next five years,「今後５年以内に」です。
the Earth is overwhelmingly likely to ～ で「地球は圧倒的に～する可能性が高い」です。
the Earth で「地球」です。
地球という表現には、 the Earth, Earth, the earth などバリエーションがありますが
the earth＝「この地球という大地」
the Earth＝「この地球という惑星」
Earth＝「（天体としての）地球」（Mars, Venus, Jupiter などと同列）

be likely to do ～ で「～する可能性が高い」という意味の言い回し。
overwhelmingly likely なので「圧倒的に可能性が高い、極めて可能性が高い」です。
(to) surge again and again past ～ で「何度も何度も、～を超えて高まる（可能性が高い）」です。
surge past ～ で「～を超えて上昇する」というコロケーションです。
その間に again and again「何度も何度も、再三再四」が挟まった形ですね。
このようによくある句動詞やコロケーションの間に副詞句が割り込んだ形は初心者泣かせですね。
読むコツは、動詞 + 副詞句 + 前置詞 を見たら、
「もしかして 動詞 + 前置詞 がセットでその間に副詞が挟まっているだけかも？」と疑うことです。
(past) the international climate threshold で「国際的な気候のしきい値（を超えて）」です。
threshold は「（戸口の）敷居」という意味から「（判断の）基準値・境界値・しきい値」です。
set as safe で「安全としてセットされた（しきい値）」、つまり「安全とされるしきい値」です。
and ～「そして～」
shatter its hottest-year record で「その最も暑い年の記録を打ち破る」です。
shatter a record で「記録を打ち破る、更新する」という意味のコロケーション。
shatter ～ は「～を粉々に割る、粉砕する」という意味の動詞です。
its hottest-year record の its は、the Earth を指して「地球の観測史上最も暑い年の記録」です。
along the way, で「その道中で、その過程で」
according to ～「～によると」
new United Nations climate projections.「国連の新しい気候予測（によると）」です。
projection で「予測、見積もり」という意味の名詞です。
