で「北海道といえば、雄大な火山の峰々、濃厚な乳製品、そしてさらさらのパウダースノーで古くから知られてきた。だが近年、日本最北の主要な島である北海道は、日本の次なるハイテク産業の拠点として、期待を寄せる人々から注目を集めている。その構想の成否を握るのが、政府の支援を受ける半導体メーカー『ラピダス』だ。大胆である一方、リスクも大きいこの半導体製造プロジェクトは、日本を先端半導体製造の最前線へと復帰させることを目指している。」という意味になります。

Hokkaido has long been known for ～ で「北海道は昔から～で知られてきた」です。
be known for ～ で「～で知られている、～で有名だ」という意味の言い回しです。
be famous for ～ とも言えます。
(for) dramatic volcanic peaks, creamy dairy products and powdery snow. で「雄大な火山の峰々、クリーミーな乳製品、サラサラのパウダースノー（で）」です。
～, ～ and ～ の列挙形式ですね。
dairy [デ]アリで「乳製品の、牛乳の、酪農の」という意味の形容詞。
例：dairy farmer「酪農場主」

These days, however, で「しかし、ここ最近」
Japan’s northernmost major island is being touted by ～ で「この日本最北端の大きな島は、～によって、持て囃されている」です。
Japan’s northernmost major island は、先ほど出てきた Hokkaido の言い換え、つまり説明的なパラフレーズですね。
パラフレーズではよく頭に the が付きますが、ここでは Japan’s と所有格きているので the が付いていません。
his ～, や their ～ など所有格があるときに the が付かないのと同じ理屈ですね。
be touted by ～ で「～によって盛んに売り込まれる」です。
tout ～ [タ]ウトゥで「～を押し売りする、しつこく勧める、～を褒めて売り込む」という意味の動詞。
by enthusiasts で「熱狂者によって」です。
enthusiast イン[シュ]ーズィアストゥで「熱心な人、熱狂者、愛好家、推進派」です。
ここでは、北海道そのものの愛好家というより、ハイテク拠点化に期待する人たちを指しています。
advocates [ア]ドゥヴォキツ「推進派」に近い意味ですね。
(touted) as the country’s next high-tech hub. で「日本の次のハイテク拠点として（持て囃される）」

The vision hinges on ～ で「その展望は～にかかっている」です。
the vision「その展望、その構想」です。北海道をハイテク拠点にするという構想ですね。
hinge on ～ で「～にかかっている、～次第である、～で決まる」という意味の言い回し。
hinge は名詞では「（扉などの）蝶番（ちょうつがい）」という意味です。
扉の動きが蝶番を軸として決まることから、hinge on ～ で「～を決定的な要素としている」という意味になっています。
(on) Rapidus, で「ラピダス（にかかっている）」です。
ラピダスとは何かというと、同格のカンマで、
, a bold if risky chipmaking effort, で「リスクを伴うものの大胆なチップ製造の取り組み」です。
ここでの if ～ は「～ではあるが」という譲歩の意味の用法です。
ここでは bold if risky「リスキーではあるが大胆な」と形容詞的に使用されています。
例：He is strict, if fair.「彼は公平ではあるが、厳しい。」
chipmaking の chip は「半導体」という意味です。
, which aims to ～ で「（その取り組みは）～を目指している」です。
直前の effort を先行詞として主語に取っています。
bring Japan back to ～「日本を～にカムバックさせる」です。
bring ～ back to … で「～を…に再び戻す、復帰させる」です。
(to) the frontier of advanced semiconductor manufacturing で「先進的な半導体製造の最前線（に）」
semiconductor で「半導体」です。
manufacturing で「製造」ですね。
先ほどの chipmaking と同じ意味になります。
and ～「そして～」
is supported by the government. で「（その取り組みは）日本政府によって支援されている。」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
