で「主権国家からなる世界的な機関、すなわち国際連合に対して――戦争の手段が平和の手段をはるかに上回ってしまったこの時代における、われわれの最後にして最大の希望である国際連合に対して――われわれは改めて支持を誓う。国際連合が、単なる非難や罵倒の応酬の場に堕することを防ぎ、新しく誕生した国々や弱い国々を守る盾を強化し、その権威が及ぶ範囲をさらに広げるために。」という意味になります。

To ～「～に対して」で始まる長い副詞句が文頭に置かれています。
～ of peace, まで続いており、
文の中心である we renew our pledge of support を修飾する形です。
To that world assembly of sovereign states, で「あの世界議会、主権国家から成る」です。
world assembly で「世界の議会」です。
assembly は「集会、会議体、議会」などを意味する名詞です。
sovereign state で「主権国家」です。
sovereign [ソ]ヴリンは「主権を持つ、独立した」という意味の形容詞です。
同格のカンマでつなげて、
, the United Nations,「（つまり）国際連合」です。
さらに同格のカンマでつなげて、
, our last best hope で「我々の最後にして最良の希望」です。
in an age where ～ で「～する時代における」です。
where は age を修飾する関係副詞です。
in an age in which ～ と同じ意味ですね。
age なので when が適当のようにも感じられますが、ここでは「時代の状況、世相」という意味で where が使われています。
どんな時代状況かというと、
(where) the instruments of war have far outpaced the instruments of peace, で「戦争のための手段が、平和のための手段をはるかに上回ってしまった（そんな時代に）」です。
the instruments of war で「戦争のための手段」です。
instrument は「楽器、計器」という意味でもおなじみですがここでは「（実行するための）手段」という意味です。
具体的には、the instruments of war には武器、軍隊、兵器技術など、戦争を遂行する複数の手段が含まれます。
一方、the instruments of peace は、外交、交渉、条約、国際機関など、平和を実現したり維持したりするための手段を指します。
outpace ～ で「～を追い越す、～をしのぐ、～を上回るペースで進む」です。
far は、その差を強調して「はるかに」という意味になります。
そんな国連に対して、
we renew our pledge of support で「我々は支援の約束を新たにする」です。

— 以降は、「～, ～, and ～」の列挙の形で、to不定詞が３つ並べられています。

to prevent it from ～ で「その国連が～するのを防ぐために」です。
prevent ～ from …ing で「～が…するのを防ぐ、阻止する」です。
(from) becoming merely a forum for invective, で「単なる罵詈雑言の場となってしまう（のを防ぐ）」です。
a forum for invective で「口汚い罵りのための公開討論会」です。
forum は「（古代ローマの都市の）フォーラム、公共広場」から来ており、「公開討論の場」です。
今では「ネット上の掲示板」という意味でもよく使われます。
invective は名詞で「毒舌の言葉、悪口雑言」です。通常、不可算名詞で使われます。

to strengthen its shield of the new and the weak, で「その～の盾を強化するため、新しく誕生した国々や弱い国々（の盾）」です。
strengthen で「～を強化する」という意味の動詞。
its shield で「その盾」です。
its は the United Nations を指しています。
the new で「新しい者たち」
the weak で「弱い者たち」です。
the ＋形容詞の形で「～な人々、～な国々」を表しています。

and ～「そして～」
to enlarge the area in which its writ may run. で「～の地域を拡大するため、その影響力が届く（地域を）」
enlarge ～ で「～を拡大する、拡張する、広げる」
the area in which ～ で「～するエリア、～する地域」です。
its writ may run. で「その国連の影響力が届く」です。
writ は「（裁判所からの）令状、命令」という意味の名詞。
run はここでは「効力を持つ、通用する、及ぶ」という意味です。
its は「国連」です。
one’s writ runs で「その影響力が及ぶ、支配が及ぶ」という意味の定型の言い回しです。
つまり国連加盟国がますます増えていくこと、ですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

つまり国際連合
