で「（私は）どんなに暑くても、絶対に短パンを履こうとしない中年男だ。短パンなんて子どもの履くものだと思っている。ところが、今の猛暑にはとうとう屈してしまった。そして今、自分はいつも長ズボンの膝のあたりに、いったいどれくらい頻繁に小便を飛び散らせているんだろう、と考えている。」という意味になります。
(I’m a) Middle aged man who ～ で「私は～する中年男だ」です。
fesshole では、頻繁に自分の主語が省略されますね。
refuses to wear shorts で「短パンを履くのを拒否する（中年男）」です。
shorts は「短パン、半ズボン」を意味します。
no matter the weather.「天気がどんな風だろうと関係なく」です。
no matter (what) the weather (is like) を身近くした形と考えらえます。
regardless of the weather などとも言えますね。
They’re for kids.「あれは子供のためのものだ。」です。
they は shorts を指します。
右左ペアのもの pants や jeans, glasses などと同様に、受ける代名詞も常に複数形となります。
The current heatwave has beaten me into submission. で「今きている熱波が私を根負けさせた。」です。
heatwave で「熱波」ですね。
beat ～ into submission で「～を打ちのめして屈服させる」という意味の言い回し。
submission で「屈服、降参」です。
動詞形は submit「服従する、おとなしく従う」
I’m now wondering how often ～ で「今、自分がどれだけ頻繁に～なのかと考えている」です。
how often I splash piss で「自分がどれだけ頻繁におしっこを飛び散らせているか」です。
on the knees of my trousers.「長ズボンの膝に」です。
trousers は、先ほどの shorts に対応して「長ズボン、普通のズボン」
つまり半ズボンにしたら、飛び散るおしっこが直に感じられて、やっとそれに気付いた、ということですね。
それはまず文節に分けて日本語に訳し内容を理解して下さい。

どんな天候であろうと
