traumatic injury は「外傷、外傷性損傷」という意味になります。
外部からの物理的な力によって生じた傷です。
traumatic は心理的な「トラウマ（心的外傷）になるような」という意味もありますが、もともとの意味は「身体の傷」から派生したものです。

pursue criminal charge against ～ で「～に対して刑事責任を追及する、法的責任を問う」という意味の言い回し。
(against) some of the young riders’ parents. で「それらの若い乗り手の親たちの一部に対して」です。
against ～ で「～に対して、～を相手取って、～に敵対して」です。
the young riders は、先ほど出てきた衝突事故に巻き込まれた子供たちの言い換え表現。

navigate ～ は「（海などを）航海する、船を操舵する」という意味から「困難な状況をどうにか進む」という比喩的な意味でもよく使われます。
例：navigate the new surroundings「新しい環境にどうにか適応する」
(of) local laws and guidance で「地域の法律や指針（の継ぎ接ぎ状態）」です。
つまり、いまだ全国で統一された法律や指導がない状況ということですね。
on ～「～に関する（法律や指導）」
what kind of ～ で「どんな種類の～が」
(of) souped-up cycles and scooters「高出力化された自転車やスクーター（の）」です。
souped-up は「エンジンを高出力化した、パワーアップした」という意味の形容詞。
動詞形は soup up ～ です。
例：soup up a car「車を改造してパワーアップする」
語源は、競馬からで、競走馬に強壮剤や薬物（soup）を注射することから来ています。
are safe or even legal で「（どんな種類の～が）安全なのか、そもそも合法なのか」
for their kids to ride.「自分の子供たちが乗るのに」です。
