で「しかし、二つの偉大で強大な国家陣営のどちらも、現在のこの道筋に安堵することはできません。両陣営とも近代兵器の莫大な費用に押しつぶされそうになり、死をもたらす原子力の着実な拡散に当然ながら警戒している。それにもかかわらず、人類を最後の戦争へと踏み出させないでいる、あの不安定な『恐怖の均衡』を変えようと、双方が競い合っているのです。」という意味になります。

But ～「しかし～」
neither can two great and powerful groups of nations ～ で「2つの強大な国家グループのどちらも～できない」です。
neither ～ は「どちらも～しない」という意味の否定。
文頭の neither に引っ張られて、can が主語の前に移動（倒置）しています。
two great and powerful groups of nations が主語で「2つの強大な国家グループ」
take comfort from our present course で「現在の道筋からは安堵を得（られない）」です。
take comfort from ～ で「～から慰めを得る」です。
以下、独立分詞構文が３つ並んだ形です。
— both sides「両陣営が」
分詞構文の意味上の主語になっています。
overburdened by the cost of modern weapons,「近代兵器の費用に大きな負担をかけられて」です。
overburden ～ で「～に荷を積みすぎる、過度な負担をかける」です。
, both「両陣営が」
rightly alarmed by ～ で「当然ながら～に怯えて」です。
rightly はここでは「当然ながら、もっともで」という意味の副詞。
alarm ～ で「～を怖がらせる、警戒させる、心配させる」です。
(by) the steady spread of the deadly atom, で「死をもたらす原子力の着実な拡散（に）」です。
steady spread で「着実な拡散、着実に広まること」です。
atom で「原子、原子力」ですが、ここでは atomic bomb, atomic weapons を象徴的に指しています。
, yet ～「にもかかわらず～」
both「両陣営は」
racing to ～「～しようと競い合っている」です。
to alter that uncertain balance of ～ で「～の、あの不安定な均衡を変え（ようと）」です。
alter the balance で「均衡を崩す、バランスを変える」という意味のコロケーション。
(balance) of terror で「恐怖のバランス」です。
関係代名詞でつなげて、
that ～「それは～」
stays the hand of mankind’s final war.「人類の最終戦争を思いとどまらせている（バランス）」
stay someone’s hand で「～の手を抑える、～を制する」という意味。
ここでは、mankind’s final war を擬人化して、「最終戦争の手を抑える」です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
