When the decades-long civil war that forced Samantha Pushpakumara from his village in north-central Sri Lanka ended, he was finally able to return home to a life of farming that he thought would give his family a stable future. That was until the rains didn’t come. Sri Lanka has been mired in drought for months, leading to severe water shortages that have left reservoirs dry and strained farming communities that depend on seasonal monsoons.

When ~「~した時」
the decades-long civil war that forced Samantha Pushpakumara from his village in north-central Sri Lanka
force ~ from …
(from) his village in north-central Sri Lanka
he was finally able to return home「彼はついに帰郷できた」です。
(return) to a life of farming
that he thought would give his family a stable future.
he thought をいったん取り除くと、that would give his family a stable future となり that が would give の主語であることが分かります。

That was until the rains didn’t come.

Sri Lanka has been mired in drought「
The country is mired in debt.「その国は借金問題から抜け出せずにいる。」
for months,「数か月もの間」
, leading to severe water shortages
have left reservoirs dry「貯水池を空にして(干上がらて)しまって」
leave ~ …
and ~「そして~」
