ジャパンタイムズから、日本でのベビーシッターに関する調査結果です。
日本ではなかなか根付かないベビーシッターを雇うという習慣。何が原因なのでしょう。

で「最近ジャパンタイムズが行った調査に応えてくれた日本の子を持つ親の約半数がベビーシッターを利用したことはないが検討したことはあると答えた。また同時に多くの人がちゃんとしたベビーシッターを見つける方法がわからない、経済的な制約があることを上げた。」という意味になります。

今日の文は長いですが、ピリオドなしでつながっています。

まずは主語(主部)は、
Nearly half of parents in Japan who responded to a recent survey by The Japan Times までで「ジャパンタイムズによる最近の調査に応えた日本の親のおよそ半数」です。
Nearly half of parents in Japan「日本の親の約半数」を who 以降の関係代名詞節が説明している形です。
nearly half of ~ で「~のおよそ半数」という意味になります。
nearly は「およそ、約、だいたい、ほぼ」という意味の副詞です。
例:nearly all「大半は、およそ九割は」
respond to a survey で「調査に回答する」です。
survey サーヴェイは「調査、世論調査、アンケート」という意味の名詞です。

その親たちがどうしたかというと、
have considered using baby sitters で「ベビーシッターを利用することを検討したことがある」です。
consider は「~をじっくり考える、検討する」という意味の動詞です。
例:consider calling the police「警察を呼ぼうかどうか考える」
baby sitter は「ベビーシッター、留守番子守」です。両親がそろって出かけた時に子守と留守番をする人のことです。よく映画などで近所の学生アルバイトがやっているのをみますね。sitter とも言います。

but have not done so, で「でもそうしたことはない」です。

with many citing ~ 以降は、付帯状況の with ~ …ing の節です。

with many citing なので「(それと同時に、その一方で)多く(の人)が~に言及した」という意味合いになります。
付帯状況の with は、前節の状況と同時に起こっている、並列した状況を表現するときに使う言い回しです。
例:She was sitting on the sofa, with her legs crossed. 「彼女はソファーに座って、足は組んだ状態でいた。」

cite lack of know-how on finding the right sitters で「適切なシッターを見つけるノウハウの欠如を挙げる」です。
lack of ~ で「~の欠如、~がないこと」です。

as well as financial constraints で「経済的な制約も同様に」という意味です。
as well as ~ は「~も同様に、~も」という意味の言い回しです。
financial constraints で「経済的な制約」です。
constraint カンストゥ[レ]イントは「制約、制限、束縛」という意味の名詞です。
動詞形は constrain で「束縛する、制約する、強いる」です。
例:constrain someone’s freedom「人の自由を制限する」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
