The aim of the working holiday visa program is to offer youth from countries around the world the chance to broaden their horizons by providing opportunities to learn about a foreign country’s culture and lifestyle.
で「ワーキングホリデーのビザブログラムの目的は、世界中の国々の若者に、視野を広くするチャンスを提案することである。外国の文化やライフスタイルについて学ぶ機会を提供することによって。」という意味になります。

The aim of the working holiday visa program「ワーキングホリデーのビザブログラムの目的」までが主語（主部）となります。
aim は先日も出てきましたが「的、照準、銃などの狙い」という意味から、「目標、目的」という意味で使われます。

to offer youth from countries around the world the chance で「世界中の国の若者にチャンスを与えること」です。
offer は「～に…を提供する」という意味の動詞です。
後に出てくる、provide も同じく「提供する、与える」ですが、
offer は「～をあげると言う、～を差し出すことを提案する」という意味合いです。
いかがですか？どうですか？要りますか？と提案するニュアンスですね。
youth で「若者」という意味の名詞です。
youth from countries around the world なので「世界中の国からの若者」となります。

何を提案するかというと、
the chance to broaden their horizons で「彼らの視野を広げるチャンスを」です。
broaden は「～を広くする」という意味の動詞です。
形容詞形は、broad で「広い、広大な」です。ブロードウェイ（broadway）などでおなじみですね。
例：broad area「広大な地域、広域」
horizon は「地平線」ですが、この場合は「視野」という意味です。
地平線が広くなると、見える範囲が広くなりますよね。

by providing opportunities to learn about a foreign country’s culture and lifestyle で「外国の文化やライフスタイルについて知る機会を提供することによって」です。
opportunity は、前半の chance とほぼ同じ意味で「機会、チャンス、好機」です。
例：opportunity for learning「学習の機会」
