で「今年の実際のハロウィーンは火曜日ではありますが、土曜日の夜（10月28日）が、恐らく世界最大であろうストリートパーティのために渋谷スクランブル交差点に向かう夜になりそうだ。」という意味になります。

although ～ で「～ではあるが」という逆説の意味の接続詞になります。

actual Halloween is on a Tuesday で「実際のハロウィンは火曜日」です。
actual は「実際の」という意味の形容詞です。
例：actual event「実際の出来事」

we expect Saturday night (Oct 28) to be the night to do ～ で「私たちは予想する、土曜日が～する夜になりそうだと」です。
expect ～ to be … で「～が…だろうと思う、予想する」です。
例：expect revenue to be up「売上高が上昇すると予想する」

head to Shibuya Crossing で「渋谷の交差点に向かう」です。
head to ～ で「～に向かう、～に行く」という意味ですね。
head to ～ for … で「…のために～に行く」です。
例：head to a 7-Eleven for a beer「セブンイレブンにビールを買いに行く」

quite possibly the world’s largest street party で「おそらくは世界最大のストリートパーティ」です。
quite possibly で「かなり可能性の高い」という意味になります。。
この場合の quite は「かなり」という意味の副詞になります。
例：quite confused「かなり混乱して」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

今年は実際のハロウィンは火曜日だが

we expect Saturday night (Oct 28)
土曜の夜（10月28日）が～になるでしょう
