で「いつでもこの同じ3点です。ですのでそれを詳しく見ていきましょう。サミュエル・ピアポント・ラングレーはこの空飛ぶ機械を開発するため陸軍省から5万ドルも資金を受けていました。お金に関しては問題なしです。」という意味になります。

前回の文の続きです。

It’s always the same three things, so let’s explore that. で「いつもこの同じ3点です。ですのでそれを詳しく研究してみよう。」という意味です。
the same three things は前回出てきた、
under-capitalized「資金不足」
the wrong people「人材不足」
bad market conditions「悪い市場環境」
でしたね。
so let’s explore that で「なのでそれを掘り下げてみましょう」という意味です。
explore は「探検する」という意味ですが、今回は「掘り下げる、詳しく研究する」という意味になります。
例：explore ～ in a little more depth「～をもう少し掘り下げて検証する」

Samuel Pierpont Langley was given 50,000 dollars by the War Department で「サミュエル・ピアポント・ラングレーは陸軍省より5万ドルをもらっていた」です。
War Department で「（アメリカの旧）陸軍省」のことです。
War Office などとも言われます。
department は「部、局、省、庁」などという意味があります。
例：the department of the Treasury「財務省」

to figure out this flying machine で「この空飛ぶ機械を開発するために」です。
figure out ～ は「～を解明する、方法を見つけ出す」という意味の句動詞です。
例：figure out a code「暗号を解読する」
初めての人力飛行機を飛ばす方法を見つけ出すという意味合いです。

Money was no problem. で「お金の問題はない」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
