で「政府は2017年に、産後サービスの手法と検討すべき重要課題の概要を説明するガイドラインをまとめた。しかし聞き取り調査を受けた自治体は、もっと経済的なサポートや他のサポートを、国から受けたいと調査に回答している。」という意味になります。

The government compiled a guideline in 2017 で「2017年に政府は指針をまとめた」となります。
compile a guideline で「ガイドラインをまとめる、指針をまとめる」です。
compile コンパイォは「編纂する、資料をまとめ上げる」という意味の動詞です。
例：compile a dictionary「辞書を編纂する」

何のガイドラインかというと、
(a guideline) outlining postpartum service methods and key issues to consider で「産後サービスの手法と検討すべき重要課題を説明する（ガイドライン）」です。
outline ～ は「～の概要を説明する」という意味です。
例：outline a plan「計画のあらましを説明する」
postpartum service methods　で「産後サービスの手法、やり方」です。
postpartum service は「産後サービス」です。
産後サポート・産後ケアなどとも言います。
key issues to consider で「考慮すべき重要課題」です。
key issue で「重要課題、主要な問題」という意味になります。

but the municipalities polled said (that) ～ で「しかし聞き取り調査を受けた地方自治体は～だと言っている」です。
municipality ミューニシ[パ]リティは「地方自治体」でしたね。
the municipalities polled なので「聞き取り調査を受けた自治体」となります。
poll は「世論調査をする、聞き取り調査をする」という意味の動詞です。
名詞では「世論調査、投票」という意味です。
例：poll of local citizens「地域住民の（投票形式の）意識調査」、those polled「世論調査の対象者」

何と言っているかというと、
(that) they wanted more financial and other support from the state. で「彼ら（それらの自治体）は国からさらなる金銭的サポートと他のサポートが欲しい（と）」です。
more financial and other support で「もっと経済的サポートや他いろいろなサポートを」です。
from the state で「国から」です。
state はこの場合「国、国家」という意味になります。
