California Gov. で「カリフォルニア州知事」となります。
Gov. は Governor ガヴァナーの略で「知事」と言う意味になります。

signed landmark legislation で「歴史的に大きな法案に署名した」です。
landmark は「目印になるような建物、建造物、史跡」と言う意味から「歴史的に大きな、ターニングポイントとなるような」と言う意味になります。
例：landmark book「画期的な書物」、landmark discovery「歴史的な発見」
legislation は「立法、立法案、法律」です。
動詞形は legislate レジスレイトゥ「法律を制定する」です。
今回は、bill「法案」と同じ意味で使われています。

どんな法案かというと、
committing his state to a 100 percent clean electricity grid by 2045. で「2045年までに彼の州を100%クリーン電力網にすることを約束する（法案）」です。
commit は「罪を犯す、委ねる、約束する」いろいろな意味がある動詞ですが
基本の意味は com-（全て、一緒に、全身全霊で）＋ mit（送る、投げる）で、「一切を投げる」となります。
名詞形 commitment は「約束、献身、義務、誓約」と言う意味になります。
今回は、commit his state to ～ で「同州をもってして～に献身させる」です。
a 100 percent clean electricity grid は「100%クリーン電力網（の実現）」ですので、上記のような訳となります。
electricity grid は「電力供給網」と言う意味になります。
smart grid（スマートグリッド）などでお馴染みですね。
clean がついて「きれいな、クリーンな」です。
この場合は、renewable「再生可能エネルギーの」と言う意味になります。

This bill and the executive order put California on a path to meet the goals of Paris and beyond で「この法案と行政命令はカリフォルニア州にパリ協定の目標よりもさらに先までの道を開くものだ。」です。
This bill and the executive order までが主語で「この法案と行政命令」です。
executive order は「大統領令、行政命令」と言う意味です。「州知事命令」です。
put ～ on a path to … で「～に…への道を開く」と言う意味の言い回しです。
path は「道、小道、進路」です。
meet the goals of Paris で「パリ協定の目標を満たす」です。
meet は「会う」と言う意味以外にも「（条件などを）満たす、合う、かなう」と言う意味でも使われます。
the goals of Paris で「パリ（協定）の目標」です。
エネルギー関係で Paris と言えば2015年の「パリ協定」ですね。
地球温暖化に対応するための国際的枠組みです。
2017年トランプ大統領のアメリカは協定から離脱しています。
and beyond は「さらにその先まで、さらに上をゆく」と言う意味になります。

signing ceremony で「署名式典、調印式」です。
