で「司法省が音楽のロイヤリティルールの大幅な見直しを検討する中で、同省の反トラスト推進派トップが以下のように発言した。ストリーミングサービスやその他の参入企業がアーティストへの収益還元の新システムに移行するのであれば、規制側はそれらの企業への混乱を最小限に抑えるよう検討していると。」という意味になります。

As ～ で「～している中、～している時」と言う意味の接続詞です。
同時進行を表す接続詞ですね。

the Justice Department considers an overhaul of music royalties rules, で「司法省が音楽の印税ルールの総見直しを検討している」です。
the Justice Department は「アメリカの司法省」のことです。
日本では the Justice Ministry「法務省」ですね。
consider は「検討している、熟慮している」です。
an overhaul of music royalties rules で「音楽のロイヤリティのルールの総点検」です。
overhaul は「（修理や改良のための）総点検、分解修理」と言う意味です。
この場合は、法律を「一から見直す」と言う意味合いです。
記事の後の方で、review レビュー「見直し」という語が出てきますが同じような意味合いです。
例：tax overhaul「税制改革」

its top antitrust enforcer said that ～ で「同省の反トラスト派のトップが～と発言した」です。
its は the Justice Department「司法省」を指しています。
antitrust は「反トラストの、独占に反対する」と言う意味です。
trust とは「企業合同、トラスト」です。
enforcer は「執行者、執行人」です。

なんと発言したかというと、
regulators are considering how to minimize disruption for ～ で「規制側は～への迷惑を最小限にする方法を考えている」です。
regulator は「規制する人、規制機関、規制団体」です。
この場合は、司法省など国の機関のことです。
consider how to ～ なので「～する方法を検討している、どうすれば～できるかを考え中だ」です。
minimize disruption for ～ で「～への迷惑を最小に抑える」です。
disruption は「混乱、寸断」という意味です。
disruption for ～ で「～へ混乱を来すこと、～へ迷惑をかけること」です。
動詞形は disrupt で「中断させる、邪魔する、混乱させる」です。
例：disrupt a class session「授業を邪魔する」

誰への迷惑を最小にするかというと、
streaming services and other players で「ストリーミングサービスやその他の参入企業」です。
streaming services と言えば、Youtube, Netflixなどのことです。
other players の player はこの場合「企業、参入している企業」のことです。
例：There are many major players in the market.「その市場には多くの大手企業が参入しています。」

if they move to a new system of compensating artists. で「もし彼らがアーティストへの新しい利益補償システムに移行するなら」です。
they とは前出の streaming services and other players のことです。
new system of compensating artists で「新しいシステム、アーティスト補償の」です。
compensate [カ]ン・ペン・セイトゥは「補償する、相殺する、埋め合わせる」と言う意味の動詞（verb）です。
ストリーミングサービスなどの売上をアーティストへ還元するということです。
いわゆる印税のシステムです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
