We all sit at various places at various times on this scale, で「私たちはみんな様々な場所や時間でこの階級の上に位置づけられる」です。
sit は「座る」ですが、この場合は「位置する、ぴったりする、あてはまる」といった意味合いです。
at various places at various times で「様々な場所・時間で」です。
「時や場所によってさまざまに」と意味合いです。
on this scale で「この階級の上に」です。
this scale とは前回出てきた、the law of diffusion of innovation の階級です。
innovator
early adopter
early majority
late majority
laggard
のどれかに当てはまる。ということです。

but what the law of diffusion of innovation tells us is that ～ で「しかし、イノベーション普及の法則が私たちに伝えていることは～といういことだ」です。
what the law of diffusion of innovation tells us までが主語で「イノベーション普及の法則が私たちに伝えていること（何を伝えているか）」です。

どういうことを伝えているかというと、

if you want mass-market success or mass-market acceptance of an idea, で「もしあなたが大衆市場で成功したいなら、または大衆市場で考えを受け入れて欲しいなら」です。
mass-market で「大衆市場」です。対応する言葉は niche market「ニッチ市場」ですね。

you cannot have it until ～ で「あなたはそれ（成功）を手にできない、～するまでは」です。
until はこの場合は【条件】を意味して「～しない限りは」となります。

何しない限り成功を手にできないのかというと、
(until) you achieve this tipping point between 15 and 18 percent market penetration で「あなたが15-18%の市場浸透率というこの転換点に達し（ない限りは）」です。
archieve tipping point で「転換点に達する、臨界点に達する」です。
tipping point は「臨界点、転換点」です。「何かがひっくり返るポイント」という意味合いです。
この場合は良い方向に「ひっくり返る」という意味です。
tip ティップは動詞では「ひっくり返る、転倒する」という意味があります。
例：tip over a chair「椅子から転げ落ちる」
要するに、何らかの新しいサービスが market penetration（市場浸透率）15～18％までいって初めて大衆市場はそのサービスを好意的に受け入れるようになるといういことです。新しいものに警戒心が強い late majority も関心を持ち始めるのがその市場浸透率だ、ということです。
新しすぎて理解されなかったものが、みんなに人気のサービスに転換（ひっくりかえる）ポイントです。

and then the system tips. で「そしてその後、そのシステムは（良い方向に、上記の認識に）ひっくり返る」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
