At India’s first hospital for elephants で「インド初の象のための病院で」です。

opened last week in the northern state of Uttar Pradesh, で「インド北部のウッタルプラデシ州に先週開院した（病院）」です。
先ほどの文を挿入句的に説明する文です。
インドは州制で、29の州からなります。

49-year-old Asha placed her left foreleg on a stool で「49歳のアシャが左前脚を台座に乗せた」です。
Asha とは象の名前ですね。
placed her left foreleg on a stool で「彼女の左前脚を台に乗せた」です。
her left foreleg ということなので雌ということが分かりますね。
foreleg で「（四足歩行の動物の）前脚」です。
後ろ脚は、hind leg や back leg といいます。
stool は「足載せ、台」という意味です。背もたれと肘掛けのない簡易的な椅子「スツール」という意味もあります。

for a doctor to attend to an injury で「お医者さんがけがを手当てできるように」です。
attend は「パーティーなどに出席する」という意味でおなじみですが、
この場合は「手当てする、世話をする、付き添う」という意味合いです。
例：attendant「接客係」、attend to ～「～の手当てをする、看病をする」

while visitors filmed it all on their mobile phones. で「来場者が携帯電話でその一部始終を動画撮影する中で」
～ it all で「（それ）全てを、全部を」という意味の言い回しです。
例：chuck it all「すべてを投げ出す」、have it all「すべてうまくいく、望みの物をすべて手に入れる」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
