Days after Japan enacted a law introducing a foreign-worker program to bolster a labor force shrinking due to the aging population, a study showed it could struggle to compete with other developed countries to attract residents from overseas.
で「高齢化による労働力不足を補強するための外国人労働者プログラムを導入する法律が制定され数日がたったが、ある研究によると、日本は外国からの居住者を惹きつけるために他の先進国と苦しい競争をすることになるかもしれない。」という意味になります。

Days after Japan enacted a law introducing ～ で「日本が～を導入する法律を制定して数日がたち」という意味になります。
days after ～ で「～した後数日がたち」という意味です。
enact a law で「法律を制定する」です。
enact エ[ナ]クトゥは「法律などを制定する、成立させる」という意味の動詞です。
例：enact a bill「法案を成立させる」
「（法律が）施行される、実際に効力を発する」は、come into force と言います。

どんな法律かというと、
a law introducing a foreign-worker program で「外国人労働者（受け入れ）プログラムを導入する法律」です。
introduce イン・トゥロ・[デュ]ースは「～を導入する、紹介する、取り入れる」です。

to bolster a labor force shrinking で「労働力の先細りを補強するために」です。
bolster ボウゥスターは「～を補強する、支える、持ち上げる、強化する」という意味の動詞（verb）です。
例：bolster a friendly relationship「友好関係を強化する」
名詞では、枕の下に敷くボルスター（補助枕）という意味です。
細長い円筒形をした固めの枕のことです。
labor force shrinking で「労働力の先細り」です。
shrink シュリンクは「細くなる、小さくなる、縮小する」という意味の動詞（verb）です。
例：shrinking economy「縮小する経済」

due to the aging population で「高齢化のために」です。
due to ～ は「～が原因で、～のせいでの」という意味の言い回しです。
aging population で「高齢化」となります。
age は「年を取る」という意味の動詞です。
population は「人口、全住民、個体群」という意味になります。
例：population density「人口密度」

a study showed it could struggle to compete with ～ で「ある研究は～と示した、日本は～と苦しい競争をするかもしれない」です。
a study showed (that) ～ で「ある研究は～であると示した、ある研究によると～だそうだ」となります。
it は Japan を指しています。
it could struggle to compete with ～ で「日本は～と競い合うためにもがくことになるかもしれない」です。
strugle to ～ で「～しようと必死になる、～しようと四苦八苦する」という意味の言い回しです。
compete コンピートゥは「競争する、競い合う」です。
名詞形は competition カンペティション「競争、優劣を決める争い、コンペ、試合」です。

with other developed countries で「他の先進諸国と」となります。
developed country で「発展した国、先進国」です。
developping country で「発展途上国」となります。

to attract residents from overseas. で「海外からの居住者を惹きつけるために」です。
attract は「～を惹きつける、魅了する、引き付ける」です。
例：attracting force「引力」、attractive feature「魅力的な特徴」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
