で「あらゆる種類の魚介類を80年販売した後に、東京の世界的に有名な築地市場の跡地は、市当局者が水曜日に提案した計画の下で国際会議センターになる予定だ。」という意味になります。

After 80 years of selling ～ で「～を販売して80年の後」です。
～ years of … で「～年にもわたっての…」という意味になります。

fish and seafood of all types で「あらゆる種類の魚介類」です。
fish and seafood で「魚介類」という意味の慣用句になります。

the site of Tokyo’s world-famous Tsukiji market で「東京の世界で有名な築地市場の敷地（跡地）」です。
the site は「その敷地、跡地」です。
移転後の跡地ということですね。
site は「ウェブサイト」という言葉でおなじみですが「敷地、用地、会場、開催地」という意味があります。
例：camp site「キャンプ場」、the accident site「事故現場」

will become an international conference center で「国際的な会議センターになる予定だ」です。
international conference center で「国際会議場、国際的なカンファレンスセンター」です。
conference は「会議、協議会」という意味の名詞（noun）です。
動詞形は confer コン[ファ]ーで「話し合う、協議する、与える」です。
例：confer with a teacher「教師と面談する」

under plans proposed Wednesday by the city authorities. で「市当局によって水曜日に提案された案の下で」です。
under a plan で「計画の下で」という意味の言い回しです.
plans proposed by ～ で「～によって提案された案、計画たち」です。
propose は「提案する」という意味の動詞（verb）です。
the city authorities で「市の当局者、市当局」です。
この場合は「東京都庁」を指しています。
authority ア・[ソ]ー・リ・ティは「当局」という意味の名詞です。
役所や警察、関係官庁などを指して使います。
ニュース等でよく使われる言葉ですので覚えておきましょう。
