AT&T Inc., Verizon Communications Inc. and 10 other large phone companies で「AT&T社とベライゾン・コミュニケーションズ社、そして10社の他の大手電話会社」までが主語になります。

have struck an agreement with ～ で「～と合意を取り付けた」です。
strike an agreement with ～ で「～と合意を取り付ける、～と合意する」という意味の慣用句です。

51 attorneys general は「51の検事総長」です。
attorneys general で「検事総長」という意味になります。
attorney アトーニーは「弁護士、法律家」です。
general は「大将、司令官、将軍、総長」などという意味になります。
state attorneys general で「（アメリカの）州検事総長」という意味になります。
アメリカには50の州がありますので、51 attorneys general だと一州多いのですが、
記事を読むと、全米50州＋コロンビア特別区（District of Columbia）となっています。
District of Columbia とはアメリカの首都ワシントンD.C.の正式な名称です。
例：50 U.S. states and the District of Columbia「米国50州とコロンビア特別区」

to enact technology to block robocalls before they reach consumers. で「技術を制定するために、ロボコールをブロックするための、それらが消費者に到達する前に」です。
enact は「制定する、成立させる」という意味の動詞です。
robocall とは「自動音声の勧誘電話」のことです。
ロボット（robo）電話（call）です。
